Appliation desktop icons change

I have some PC’s in our department that have the non-system application icons on the desktop covered by a windows system icon. The original icon is still visible behind the system icon. I have searhed technet and the solution was to delete the icon cache and some other steps to no avail! If i drag the icon to the quick launch bar it is normal. Any ideas?
