Applications going fullscreen

I have got a computer that a user changed their desktop background and now all applications run fullscreen. How do I go about reversing this process as the user wants to see their taskbar with associated actively running programs.

I’m guessing that they may have accidentally hit a shortcut key.
Restart hasn’t fixed it, tried changing backgrounds and that hasn’t fixed it either.
