Backup Exec won’t back up a server

I’m running an NT 4.0 SP6a server and a Terminal 4.0 SP6a server and using Backup Exec 7.3, that’s loaded on the NT4 server. My backup keeps giving me this error: “Unable to attach to \\TERMINAL\C$, Access is denied” I’ve changed passwords on the Backup Exec services, stopped and restarted them and even changed the password for the “backup” account that I’m using for the services in User Man. I even stopped and restarted the default share on the Terminal server. None of this has helped! Any suggestions?
