best language/development tool for gpa

i would like to know what is the best language to use to develop a working prototype to calculate the GPA of students considering 2 factors namely:
1.Students enter grades to calculate GPA
2.students enter prsent GPA and wants to know what grades they should make to make a certain gpa.
presently, i am considering between java and ACCCESS 2000. which is better? why?
is ACCESS 2000 better than Visual Basic? why?

NB. the college is small.
