Blue screen error

I am facing the following problem while starting my system. I have dell 3550 laptop computer.
“A problem has occurred and windows has shut down to prevent damage to your computer.
If this is the first time………………………..if this screen appears again, follow these steps:
The BIOS in this…………..vendor for an updated BIOS.

I tried to re-install OS (win 7) but now cant restart at all. can go as far as windows logo and i can’t start in safe mode also.

Any help will be highly appreciated
