Boot failure System halted message

I have a Dell Dimension 4400. I installed a new hard drive (could not read the old one) and installed WIN XP Home. I am getting the error message of: Boot Failure: System Halted
This only happens from a cold boot, If I then do a Ctrl Alt Del it boots fine. I have removed the other bootable devices in BIOS so the only thing it sees is the hard drive. I did try it with the Floppy & CD in there as well.

Any help would be great!
