Building new domain controller

We have a network of more than 200 computers and having one windows 2000 server(domain controller). The current machine(server) has low configuration and giving some problems. Now conmpany has procured new machine with good configuration and wants to replace with old server(domain controller). I have been assinged the task.Please help me should i create additional domain controller and replicate active directory?Also tell me how to trasnfer master roles from old server to new server. Also help me what other confifuration i have to perfrom in order to run the new server. Keeping in vew, that the old server will never be use after the new server is configured.
I have a knowledge about AD and windows 2000 but dont have practical experience. An early action is requested in this regard.
