CAL’s with OWA

We are migrating from Exchange 2000 and 2003 to 2010. The question is do I have to have CAL’s for each of my users to use OWA 2010?

Currently, we are researching the current amount of CAL’s we have but heard from a vendor that we wouldn’t need them since it is OWA…..is that the case?
