Can I decompile a VB work?

I hire a programmer to make a POS for my business, some time ago. Now I want to make some changes but this guy has travelled abroad, I contact a nother programmer but he said it is not possible to decompile this POS made with VB. Is that true? Isn’t there any other to open and modify this software I bought.?
