Can I hold my domain name at home

Hi all:

Can I hold my domain name, say: www.felix.com (with the web site)at home?
If yes, then question:

1. What is the best OS I should use, Windows NT?
2. Can I use my PC as a server:
Pentium 350M, 128Mhz Ram, 6.3G IDE HD? 3.My friends say I must use a SCSI HD but my coompany has a server with IDE HD it works fine.Why?
4. I’m connected with Roger’s Cable Internet at home, is it possible to use this cable to connect my server to the outside internet? I guess not cause my pc is behind Roger’s proxy server. If that case How can I do with it?
