Can IE be safely reloaded

I picked up some type of bug off the net and now when I open IE all I can see is the address bar with a totally grey bar above it. I name no menu bar and no button bar which makes navigation difficult. I can’t seem to find a fix so I am wondering if it is safe to just reinstall IE. I started to do this and it said I have all the latest components installed and suggested I abort, which I did but the browser is still not usable.
