Can Outlook send notification when emails are stuck in outbox?

Our endusers use Outlook 2003, switching to Outlook 2007 soon. Set to auto send/receive every 5 minutes.

Sometimes, for various reasons, email in the Outbox will get stuck. This is easily fixed, usually by restarting Outlook or rebooting. THE PROBLEM IS THAT OUTLOOK DOESN’T TELL YOU THAT THE EMAILS ARE STUCK, so people go on for hours before noticing their urgent emails have been sitting there.

Is there a way to get Outlook to NOTIFY you when this happens? Something that would say “Hey, you’ve had emails in your Outbox for 10 minutes, do you want to send them?”

An Outlook option I’ve never noticed? Or a third-party add-in? etc.

Any thoughts would be appreciated!
