can you help me resolve IE8 issue “cannot display the webpage”?

I need some help resolving an issue that I see too often lately on my tablet with WinXP svc pk 3 and IE8. I am seeing a window in IE after I have clicked a link for a site in an Outlook Task or Appointment. The window says Internet Explorer cannot display the webpage. What you can try: Diagnose Connection Problems.
There is no connection problem. I have no viruses. I have a freshly reimaged version of Windows XP Tablet Edition that is completely upgraded with all updates from Microsoft Update. I have always used Security Essentials current version 1.0.2498.0 since the reimaging and it gets updates daily. I run cCleaner at startup daily. I have run Microsoft Windows Update many times in Custom mode for Software & Hardware updates. It runs daily in Express mode for High Priority updates. I also run File Hippo to find any software updates for my installed programs.
So what is going on to give me this silly window in IE?
I refuse to ask this question at Microsoft Answers because they will all just assume that I have a virus problem. But I know that I don’t have a virus. It is just some setting in my tablet or on the router or modem.
My Internet Explorer works just great almost all of the time except for this issue.
Can someone help me resolve this?
