Cannot boot into safe mode

I have recently run into several computers that will not boot into safe mode. When you select safe mode, it begins to load the drivers then abruptly restarts. Units can only be booted normally. They have viruses which are preventing this. What can be done to get them to boot into safe mode? Any software or procedures that can be done to get this to happen?
