Cannot open help and support

When I try to open any help related link I keep getting error message
cannot open help and support because a system service is not running. to fix this problem, start the service ‘named help and support.
Course I can’t do this cause I keep getting error message. I am running xp sp2.
If anyone could help much appriciated as I havn’t a clue.
