cannot open ” NEW” folder

Using Win98se …open any window or folder ..right
click..pop-up menu ( show’s at top of ) Active Desktop, Arr.Icon,Line up Icon, Refresh ,undo, properties …. BUT, the NEW is missing !!!

In Win 95 & Win 98 ( note no se ) a small apt. called ” setupcor.exe ” would fix this … would not run tonight ..tried from two dload sites.

EZ-out is to just reload Windows , but this has happened befor…

So, What file is missing or damaged ? How to fix &
not have it happen again ?
