Can’t flush DNS

I can find all sorts of articles telling me how to flush my local DNS resolver, but no one tells me what to do when I get this result:

“Cannot flush DNS resolver cache: Function failed during execution.”

I know, if I reboot that will flush it but I’m a geek and it’s bugging me. Anyone know why I command it through ipconfig?
