Can’t import .dwp file into sharepoint

I am trying to import a Microsoft digital dashboard .dwp file into my sharepoint webpart. I get the following error:
Cannot import a Digital Dashboard Resource Kit (DDRK) version 3.0 Web Part. For more information, see the Windows SharePoint Services SDK or the SharePoint Products and Technologies SDK.
Does anyone know how to fix this? I do not have visual studio .net so hopefully that is not needed.
