Can’t see or create tabs in IE7 in version 7.0.5730.13

I just installed IE7 (yeah I know IE8 but work requirement prohibit the IE8 migration) and when I went wanted to create a new tab the feature is disable.

I have under general tab made sure the tabbing feature is enabled but when I click on File on the menu The New tab (Ctrl+T) feature is grayed out

Any suggestion(s) would be MUCH appreciated
