CD Boot Disc

I am trying to create a bootable Window 98 boot disc. What I have in mind is we have several statewide offices and I plan on shipping each region a bootable 98 cd with ghost and an image installed. If they have problems with the OS they can simplyput in the CD, boot from it with CD support, type ghost and download a clean image. I realize I can create a bootable diskette with CD support, but I figured it’s just one more thing they must keep up with. I have changed the boot options so that the HD is last, but for some reason the system doesn’t see the bootable system files on theCD.

I created a boot diskette, dragged and dropped those files to a directory on C:. Then used Adaptec Easy Creator to burn the 98 boot files, ghost and the image unto the CD. All went well with the copy except the disc will not boot

When coping the 98 boot files from the C: to a floppy, the diskette will not boot on any machine. If I perform a diskcopy the diskette will boot. Is there an issuewith the attributes
