change password remotely

On a peer to peer network, I can change a remote PC’s password by doing a crt+alt+del and typing the the user name password and computer name. But for some reason I can only do it once. If I try to do it again right away I get the error message: You do not have permission to change your password. Does anyone know why this happens and is there a way to work around it?
