Changing Administrators Password

I work for the Dept. of Public Safety. I have to chnage the administrators password on a Netware System were the Police Chief, as been forced to retire. He is currently the Administrator. Town Officals,and the Acting Chief would like me to secure the network and information. How can I change the Administrators Password? Help
