Closing Programs in Win98

When I close a program in Win98 the the closing window is “choppy”, i.e. not a smooth, swift closing. Programs that start look normal. It only happens on close. i have a Dell PIII 450 with 128 Mb RAM. I think there is a way to adjust this property but I’m not sure how to do it.
