Computer won’t boot from CD drive

I’m trying to run UBCD to fix my computer. bios is set in the correct boot order (cd, usb, hdd) but skips straight to hd. hard drive is sata, cd drive is ide

relevant specs:
hdd: seagate barracuda 7200.7 80G
cd drive: toshiba ts-h552 dvd +/- r/rw
