Control Panel opens at XP Login

We’ve just purchased a Dell E6400. There appears to be an interesting quirk with the device (aside from the giant amount of Dell-branded bloatware that’s been removed).
Regardless of which user, and regardless of a local or domain login, the control panel opens at startup.
Any ideas why and how to prevent this?
