Converting NTFS to FAT16

Is there a way to convert NTFS to FAT16 or FAT32 using a Win98 utility? Im stuck and need help!
I bought a computer with Win NT 4.0 and hardrive formatted with two partitions (FAT16 and NTFS). I reformatted the FAT16 and installed Win98 on it and now I can’t convert the other parition. FDISK doesn’t let me delete the NTFS partition. Does anyone know aa utility that will convert NTFS to FAT?
