Copy command

Is there a way to prevent a user from copying a file to their hard drive even if they only have the read only right. We tried setting the copy inhibit attribute (ci) using the FLAG utility on the file which is suppose to prevent the ability to copy even if the user has read and file scan rights, but that didn’t work. Our enviroment consists of a Netware 4.11 WAN running NT4 on the workstations. Any help would be greatly appreciated.
