CR 8.5 error in VB Package Wizard

What is the problem here? i tried using WinXP and Win98. After the WinXP VB packaging wizard has completed, it produces a totally empty Setup Package (with no files at all). while in Win98, it gives an “Unexpected error 28 has occured, out of stack place”. i’m using CR 8.5 Developer Edition and Visual Basic 6.0 SP5
