Creating a review system like CNET uses?

I e-mailed CNET with this question but they said I should post it here in the forum.

I am working on a website right now and would really like to implement a user review system like the one CNET uses on its websites (see gamespot.com, zdnet.com, etc…). What kind of code is it in and where do I start? Thanks for the help!
