Creating editable frames on existing web page

I’m working on a proof of concept internal web site. One of the major functions I need to produce is a editable frame inside the index page. What I’m trying to achieve is a critical issue section, which would allow anyone to update the page with any major alerts or notifications. Currently were running a IIS Microsoft server.
