Creating Image using Free tool

My requirement is:

I want to create still or animated image of any kind say button,tabs,link,background and small or big image using some free and easy tool availbale.
If i can get the links or reference of all such tools available on Internet, it will e helpful.

Can i get this information regarding the same at the earliest?
