Customizing the Context Menu

Does anyone know how to customize the context menu of the desktop? The goal is to disallow users from creating new shortcuts on their own desktops. So I just need to take out the “new” option from the menu. The policy options in poledit don’t allow me to do this without affecting some other needed desktop settings, so I can’t disable it there.

Any help would be appreciated.
