Defaults

In XP Home, I specify Internet Explorer as the the web browser to use under customizations for the Start Menu. The proper link appears when setting the customization. But when clicking the link, the message is “Access is Denied” and then that the selected item may have been renamed, removed, or moved. Wjy does this happen and how to fix it?
