Delegating a DNS zone

I have a DNS server called. ns.test.com
I want to create a 3rd level domain called
projects.test.com, and delegate authority of that zone to a DNS server called ns2. I know how to delegate authority of a zone in Windows 2000, but how can I do that in Windows NT Server 4.0?
