Delegation of administration

In a file server which is in Win 2000 Domain , i have situation where in i get lots of request for creating shared folders on regular basis.

i want to off-load this task to novice junior admins. but at the same time i can’t risk giving them a admin access . i want to delegate this team only to create a shared folders on file servers & apply permissions to it. they should not be able to access active directory & do any other administrative activities in domain.
