deleted folder still appears on desktop

ive deleted a folder on my desktop. after several reboots the folder still shows up.
but when i try to delete i get : could not find this item
verify the items location and try again.

ive tried removing with file assassin, created same folder and name deleted desktop.ini syste restore , safe mode and it still is there any suggestions ?

os is w7
