Dell Webcam Stops when Laptop is Locked

I have a Dell Lattitude E6530, Win 7 PRO, that has an integrated webcam built into it. Im trying to figure out how to use the webcam and have the PC in locked mode at the same time. Is that possible?

Any suggestions would be greatly appreciated.
