Deploy outlook to clients from Win SBS 2003 Prem

I need to deploy Outlook client from Windows SBS 2003 Prem to workstations.
Where is the file to execute this deployment?
My understanding is that this is build into the SBS software, OR does the client need to be loaded directly onto the workstation.
My concern is licensing. Where does the client copy get the license?
