Designing Webpage to display latitude/longitude coordinates on Map Page

Hello, I am attempting to design a webpage that will display the progress of someone on a cross country race. 1) How do I design a webpage that will take latitude and longitude coordinates and display those on the Map Webpage 2) any suggestions on how to create this whole system? I want to use a cell phone that has GPS enabled. I want the person I am tracking not to have to do much. Thanks in advance for any help.
