DHCP issue when RAS is not configured

I face a problem with RAS getting my valuable dynamic IPs from the range I use though I have not configured RAS .I already checked the Microsoft but they beleive that it is a bug in NT4 and not 2000 servers .The interesting thing is that the PCs are always the same PCs .Any suggestion ?
