disable boot message (safe mode, etc)

I have a group of XP Pro machines that are saying “We apologize for the inconvenience, but Windows did not start successfully…” upon boot. They are fine as far as I know, but I would like to disable this message. I have a domain with group policies and startup scripts, so I could potentially remotely apply the fix this way.
