Disable Change Password option in XP Pro?

We have a shared PC that is on the the network. It is used primarily by mobile users that don’t bring their laptops into the office. When they log in and get the prompt that their password will expire soon and do want to change it now, they do so. Then scream because their laptops are not synched with the network and they can’t vpn in.
Is there a way to simply dis-allow changing a password from that computer alone?
