Disabling Windows long file name function

I work at a US Governmnet site, where I have to recover data for Development programmers on a regular basis. I often cannot get all of their data copied, due to the fact that I get “cannot copy file, file name too long. Is there any way of disabling Windows from checking these files, so that I can get a complete data copy? Thanks much.
