Disappearing Start menu Programs list

We are running Netware 4.11 with newly installed client 3.21. Since the new client has been installed, computers installed with new software programs and rebooted loose their start button program shortcut list and are replaced with one showing only the newly installed program/software.
Is there a reason for this plus a FIX
