Disk Duplicating in Win95

How to mirror a harddisk in a Windows95 environment. The mirrored disk should automatically copies itself to the bootup disk during startup but the bootup disk should not be able to copy any changes made to the mirror disk without an admin or superuser password. I know there are some hardware available for this, but I need to do this using softwares.
