DNS cache not refreshing based on ttl

Hi all, have you ever heard of DNS cache entries not deleting itself after it’s TTL has expired?
It seems that this prevents users from accessing sites after changing domains, etc.

This is an XP pro Win2k3 server. Admin privileges granted. The TCP/IP settings are as follows: I have specified domain suffixes. The rest are all set to automatically obtain.
