Does bluehost affiliate program work for someone without a WordPress blog?

I recently joined the bluehost affiliate program.

I was wondering, will the bluehost referral program work for me considering everytime I get a free WordPress blog it get shut down.

I’m assuming the blog shutdowns happen because I refuse to upgrades from a free account, but I can’t be sure.
