Download difficulties

I am unable to download from the Internet. This is a recent problem. I have done a virus scan with Norton 2006 and a spyware scan with Webroot. When trying to download I seem to get a connection to the relevent server, but in a matter of seconds I am returned to the starting page of the download. I have tried various sites and have the same trouble on all.
