Driver Software Requirement for Devices

Why is it that one can immediately start transferring data from a Camera or Mobile onto a P.C. whereas ,as for a Printer , Scanner or Web Cam,one would have to first install the Program that comes in the CD or DVD that came along with the product onto the P.C. before one can transfer data from the Product onto the P.C. (or Vice-versa) ?
