Enforcing Rules in Outlook 2003 Calendar

We run Office 2003, with exchange 2007.

I am looking to enforce a setting in Outlook. We have set up a group, and manually can set the delegate option to that group. This provides the full access to the persons calendar for that group.

We would like that rule enforced between all members of that group.

In Outlook 2007, you download an enforced rule template, but this isn’t possible in 2003. Any ideas?
